Fundó en 1903 la Unión Social y Política de las Mujeres (Women's Social and Political Union o WSPU). En 1999, la revista Time nombró a Pankhurst como una de las 100 personas más importantes del siglo XX. Murió el 14 de junio de 1928, pocas semanas antes de que se aprobara la Representation of the People Act (1928) del gobierno Conservador, la cual extendía el voto a todas las mujeres mayores de 21 años el 2 de julio de 1928.
